The final report for NFWF Grant 41931 — a multi-year effort led by NYC Department of Environmental Protection in partnership with the National Fish and Wildlife Foundation to develop a self-sustaining oyster population in Jamaica Bay. It marks one of the most concrete attempts in the region to move from "restoration trial" toward "self-reproducing reef."

The report includes pre-project sediment and benthic characterization data alongside all remaining project components and deliverables. That front-end characterization work is a significant contribution in its own right — baseline data on the physical and biological condition of the seafloor is what makes later measurements interpretable, and Jamaica Bay had limited comparable records before this project.

Self-sustaining populations are restoration's north star: reefs that reproduce, recruit, and grow without ongoing human input. It's a different goal from the more common reef-installation approach, which depends on continuous seeding, shell supply, and reseeding cycles. A self-sustaining population, if achieved, fundamentally changes the economics and trajectory of restoration — and it is the implicit long-term target of most of BOP's monitoring work.

Jamaica Bay was selected as one of the first NYC embayments where this goal could be tested at scale. The bay's enclosed geometry, relative salinity stability, and existing ecological function make it a more favorable setting than the open harbor for reproductive success. Earlier peer-reviewed work had already identified Jamaica Bay as one of the higher-potential NYC sites for oyster fitness, which informed the project's site selection logic.

As a "final report," this document also closes out a specific funding and accountability cycle rather than just summarizing results. It captures what was delivered, what was learned, and what the baseline now looks like for any follow-on work. BOP's current landscape-scale strategy — including the shift toward larger, more structurally serious reefs — builds on exactly this kind of groundwork.
